World Cup referees overseeing major soccer matches possess authority extending far beyond calling fouls or showing cards. The established rules grant them the ability to guide players, coaching staff, and officials. They can halt games due to external disruptions. Furthermore, they hold the power to make unique judgments concerning goalkeepers.
1. Give a Corner for Holding the Ball
A goalie now faces a time restriction for holding the ball. Current regulations stipulate that if a keeper possesses the ball in their hands for over eight seconds, a corner kick is awarded to the opposition. The official will signal the final five seconds by raising a hand.

2. Show Cards Before Kick-Off
An official’s power to enforce discipline starts even before the game officially commences. If a player or team representative commits a serious infraction before taking the field, the official may prohibit their participation. Warnings and dismissals can also be given to staff members in the designated coaching zone.

3. Stop a Match for Outside Interference
An official has the right to pause, suspend, or even end a match due to outside interference. This could involve an object thrown from spectators striking a player or official. It might also include a spectator’s whistle disrupting the game or an additional ball or animal entering the playing area and impacting the action.

4. Let Play Continue After a Foul
Not every infraction results in an immediate whistle. Officials can allow play to continue if the fouled team gains an advantage. If this anticipated advantage does not materialize quickly, the official can revert to the original infraction and order the proper restart.

5. Make Players Leave Quickly

The 2026 World Cup implemented a ten-second window for players being replaced to exit the field. If a player delays their departure, the incoming player must wait for the next break in play after one minute has elapsed. The governing body stated this change aimed to decrease wasted time and increase actual game time.
